Program Director – Major Infrastructure Projects

Job Description:

Parsons is looking for an amazingly talented  Program Director – Major Infrastructure Projects  for upcoming potential opportunity in Northwest Saudi Arabia. We are in the process of building a world-class team that will deliver multiple key infrastructure projects within the scope of this PMC, including roads, highways, interchanges, bridges, tunnels, water infrastructure, special projects assets, and PPP residential accommodation camps. In this role you will provide direction and management for development, design and construction phases of large projects or programs to assure on-schedule completion within or below budget and in accordance with contractual obligations.

In this role you will provide direction and management for every phase of a large infrastructure program to include:

Water Projects – to include Water Storage Reservoir, Water Transmission Lines, Filling Stations, Desalination Plant, Water Bottling & Treatment Building Roads Projects – to include Road Widening, Construction of Bridges, Tunnels, Culverts and Interchanges, Roads upgrades and safety improvements Special Projects – to include Early Works Projects, Transport System Cableway 5 ton, Powerhouse Shaft Gantry crane and Temporary Lift, Water Pumping System for Geotechnical Investigation, Landfill Gas Plant including Flaring System, Native Plant Nursery, and Residential Camps.

The Program Director (Vice President) will assure on-schedule completion within or below budget and in accordance with contractual obligations.  The Program Director must be capable of managing a project or program valued up to $500 million in total installed cost.  The project or program requiring company representation at this level may be of lesser total installed cost if management determines that it requires an unusual technical or managerial approach.  Prior experience must include significant project management or construction management assignments at the Principal Project Manager level.  Experience should also include operations management of personnel and facilities.  Relocation to the job site may be required.

What Required Skills You’ll Bring:

  • Bachelor’s degree in engineering or equivalent from a recognized university essential.

  • Minimum 25 years of experience of significant large-scale projects, in leadership roles.
  • Prior experience working on major infrastructure, Roads/ Highways and water , utilities projects essential.
  • Considerable experience at director level in client facing roles is essential.
  • GCC (Gulf Cooperation Council) experience preferred.

We are in the process of building a world-class team that will deliver multiple key infrastructure projects within the scope of this PMC, including roads, highways, interchanges, bridges, tunnels, water infrastructure, special projects assets, and PPP residential accommodation camps. In this role you will provide direction and management for development, design and construction phases of large projects or programs to assure on-schedule completion within or below budget and in accordance with contractual obligations.

Provides direction and management for every phase of a major infrastructure project covering residential camps to ensure on-schedule completion within or below budget and in accordance with contractual obligations.  Plans and defines program goals and devises methods to accomplish them; develops in-depth knowledge of client objectives, contract terms, and corporate policies.  Must be able to manage a program, project, or subtask of up to $75 million in total cost.  Prior experience must include significant project experience and successful project management.

What You’ll Be Doing:

  • Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned program, project, or subtask.
  • Acts as the Company representative with the client and selected suppliers during the program execution.  Negotiates changes to the scope of work with the client.  Assists business development in understanding client issues and business plans in order to market and secure new/additional work.
  • Establishes the program requirements for all areas of the program, and monitors the draft and final deliverables for adherenece to these criteria.
  • Promotes technical excellence on the program, including furtherance of the Quality Improvement Process.
  • Mobilizes Company resources, through effective liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
  • Works with individual project managers to develop budgets, schedules and plans for the various elements of a project.  Ensures that the project meets or exceeds goals established in these plans.
  • Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.  Provides input to performance reviews and development plans for subordinates.
  • Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions which would affect project cost or schedule.
  • Works with individual project managers to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.  Advises the client and Company management of any such changes.
  • May participate in negotiations with regulatory agencies and in public meetings in support of clients.
  • Oversees establishment of Work Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan and other documents for hazardous waste work.

Tunneling Engineer

Job Description:

Parsons is looking for an amazingly talented  Tunnelling Engineer for upcoming potential opportunity in Northwest Saudi Arabia. We are in the process of building a world-class team that will deliver multiple key infrastructure projects within the scope of this PMC, including roads, highways, interchanges, bridges, tunnels, water infrastructure, special projects assets, and PPP residential accommodation camps. In this role you will provide direction and management for development, design and construction phases of large projects or programs to assure on-schedule completion within or below budget and in accordance with contractual obligations.

Independently develops methods and solutions for engineering problems; selects the most efficient and economical manner in meeting the project objectives.  Completes a wide variety of difficult engineering assignments, applying engineering techniques and analysis within one discipline.  The Engineer at this level is a fully qualified professional, proficient in the utilization of most engineering theories and practices.  Some assignments involve CAE/CAD (computer aided engineering/computer aided design) applications.  Travel or relocation to supplier, client, or construction site locations may be required.

What You’ll Be Doing:

  • Performs complex engineering tasks and particularly important engineering work efficiently and accurately.
  • Extracts engineering information from CAD drawings.
  • Prepares engineering computations, material quantity takeoffs, estimates, surveys, and designs.
  • Prepares engineering reports with minimal supervision.
  • Completes a variety of assignments such as drawings, specifications, and other materials suitable for procurement and construction purposes.  Frequently interfaces with other Engineering disciplines as well as other departments..
  • Prepares detailed requisitions for equipment and materials.
  • Reviews supplier drawing submittals and performs technical bid analyses.
  • Prepares and issues specifications, data sheets, and other construction documents.
  • Provides technical guidance to CAD Designers, Drafters, and lower level Engineers working on the same project.
  • Supervises field bench-scale, pilot-scale, sampling, and data collection activities.
  • May be required to provide the seal and signature of the professional engineer, as appropriate, ensuring compliance with all applicable codes, regulations, and ordinances.
  • Recommends and prepares technical papers.
  • May act in an advisory capacity to senior management personnel on engineering related matters.
