Specialist Mental Health
 Job Summary:

The job holder shall be responsible for initiating, planning, implementing, and evaluating a range of mental health promotion programs and interventions, to support mental health deliverables at the national level using a public health approach, the role drives as well as facilitates integrated mental health promotion initiatives, including wellbeing programs in schools, workplaces, and the community.

Roles and Responsibilities:

1. Coordinate the development, implementation, and evaluation of innovative, integrated public health programs and campaigns to promote mental health and wellbeing.

2. Identify opportunities to communicate positive mental health public messages to increase overall health and wellbeing through promotion, prevention, and early intervention efforts across Qatar.

3. Establish effective mental health initiatives in schools and workplaces based on international best practice models and in collaboration with multi-sectoral stakeholders.

4. Participate in the conceptualization, development and launch of mental health campaigns which align with the Public Health and Prevention agenda in Qatar, including links with healthy lifestyle programs, chronic disease management and primary care initiatives.

5. Provide high level strategic advice on mental health promotion and prevention to stakeholders.

6. Build effective working relationships with health partners and service providers, other government Ministries, employers, educational institutions, and community groups to support program implementation.

7. Coordinate and manage stakeholder and community awareness events, including meetings and workshops and represent MOPH on reference groups and at health forums.

8. Implement and evaluate effective integrated mental health promotion and prevention campaigns and programs.

9. Develop and deploy preventative health and health promotion methodologies through planned projects, programs, and campaigns in conjunction with key stakeholders.

10. Utilize collaborative practice models to build and develop the strengths of existing public health programs and teams to deliver mental health messages through their programs of work.

11. Perform other duties as requested to meet the ongoing organizational needs.

  1. Program Development & Implementation
    • Ability to coordinate the design, execution, and assessment of innovative public health programs and mental health campaigns to promote mental wellbeing.
  2. Strategic Planning
    • Strong skills in identifying mental health promotion opportunities and aligning them with broader health and public health initiatives, ensuring integration with national health agendas.
  3. Mental Health Expertise
    • In-depth knowledge of mental health issues, prevention strategies, and intervention methods. Ability to adapt international best practices to local contexts, particularly for schools, workplaces, and community settings.
  4. Stakeholder Management
    • Skilled in building and maintaining strong relationships with a variety of stakeholders, including government entities, health partners, educational institutions, employers, and community groups. Ability to collaborate effectively across sectors.
  5. Communication & Advocacy
    • Excellent communication skills for promoting mental health messages, creating public awareness, and advocating for mental health policies and programs. Ability to represent the organization at health forums and public events.
  6. Campaign Development & Evaluation
    • Proficiency in conceptualizing, developing, and launching mental health campaigns and wellbeing initiatives, with a strong focus on evidence-based evaluation to measure their impact.
  7. Public Health Knowledge
    • Familiarity with public health approaches, including health promotion, prevention, and early intervention strategies, especially within the context of mental health and wellbeing.

Essential Education:

Bachelor’s degree in mental health-related field.

Essential Experience:

Minimum 6 years’ experience in the development and delivery of Health Promotion/Prevention initiatives, ideally with experience in mental health and wellbeing programs.

Healthcare Business Development Partner

Job Summary:

The job holder shall support the department director and team with the segregation and enhancement of process and the future planning of the department activities considering the mission, vision, and values of MOPH. The job holder shall be responsible for monitoring and improving the department performance, modernization, service improvement, co-coordinating the annual planning & budgeting processes, etc.

Roles and Responsibilities:

1. Support the department director in working with the corporate performance & strategic planning teams to develop long-term objectives that are turned into effective development plans that link into the MOPH Corporate Plans and National Health Strategy

2. Advise in measuring department performance ensuring achievement of agreed Key Performance Indicators and support in taking corrective action when performance falls below target.

3. Develop business cases for consideration that have agreement from key stakeholders, are fully appraised, and offer a range of options which would be delivered to time and within budget.

4. Review and develop a mechanism/platform for joint planning, joint implementation and joint review and monitoring of MOPH/Departmental plans in conjunction with internal and external stakeholders.

5. Liaison with Departmental heads to undertake various exercises, keep abreast of any developments and review of policies, procedures, standards and guidelines related to departments.

6. Support in developing, organizing and prioritizing project/initiatives; Ensure keeping projects on schedule, availability of required resources, and on within the budget, provide detailed cost analysis, identify potential problems and timetable reports to facilitate this task.

7. Assist in the development of measures to ensure adherence to the policy and develop their departmental plans and assist the coordination of these plans including support & strengthen regular review of their implementation.

8. Gather, analyze and use information to enhance performance, including monitor departmental activity and reporting trends.

9. Prepare risk management assessment, mitigation plans and management plans for department.

10. Prepare visual and written presentations regarding the status of projects to which they are assigned and present these presentations to project staff team members using realistic data/information

11. Act as a change agent and role model to ensure the culture of continuous improvement is embedded into departments.

12. Perform other duties as requested to meet the ongoing organizational needs.

Skills:

  1. Strategic Planning and Development:
    • Ability to support the development of long-term strategic objectives aligned with MOPH Corporate Plans and National Health Strategy.
    • Proficiency in developing business cases, appraising options, and creating effective development plans.
  2. Performance Management:
    • Experience in measuring and monitoring departmental performance against Key Performance Indicators (KPIs).
    • Capacity to identify and take corrective actions when performance deviates from targets.
  3. Project Management:
    • Strong project management skills to ensure projects are delivered on time, within budget, and meet objectives.
    • Ability to prioritize projects and initiatives, manage resources, and identify potential risks.
  4. Collaboration and Stakeholder Management:
    • Ability to liaise with departmental heads and other key stakeholders, both internally and externally, to ensure joint planning, implementation, and review of plans.
    • Strong interpersonal skills to work effectively across various departments and external partners.

Essential Education:

Bachelor’s degree and master’s degree in healthcare management or health related discipline.

Essential Certification:

Certification in organizational excellence, performance management, quality management, project management will be preferred

Essential Experience:

Minimum 16 years in Public/Private industry experience including 5 years in healthcare business development and performance management activities.
